Recommended implementation flow

  1. Define evidence threshold per KSB for each standard.
  2. Import current learner evidence rows into this structure.
  3. Set `Gap Flag` criteria that trigger intervention.
  4. Review flagged rows in progress reviews and IQA sampling.
