KSB evidence mapping
The compliance requirement: Every learner must accumulate sufficient evidence against each Knowledge, Skill, and Behaviour in their apprenticeship standard before they can be put forward for EPA gateway. Evidence must be mapped to specific KSBs — not simply filed.
What AI does: Natural language processing analyses learner submissions (written reflections, project reports, observation notes, professional discussion records) and suggests which KSBs the evidence demonstrates. The tutor reviews and confirms or adjusts the mapping.

OTJ hours tracking and compliance
The compliance requirement: The 20% off-the-job training requirement mandates that learners spend at least 20% of their paid working hours on structured off-the-job learning activity. ESFA audits this at individual learner level — insufficiency is a funding clawback risk.
What AI does: Predictive OTJ tracking models whether each learner is on track to meet their individual OTJ target based on current accumulation rate, flags those at risk of falling short before they breach, and surfaces the projection in tutor dashboards and progress reviews automatically.
- Reactive OTJ tracking (reporting after the fact) is not sufficient — providers need predictive models that surface risk early enough for intervention
- AI should account for programme duration remaining, not just cumulative hours logged — a learner with 40% of their OTJ completed at the 60% mark of their programme is at risk, not on track
- Integration with employer systems for working hours data improves accuracy — ask vendors how they handle learner working pattern variations
- OTJ logs should carry a full audit trail with timestamps, activity categorisation, and employer sign-off capability
ILR data quality and ESFA compliance
The compliance requirement: Providers must submit accurate Individualised Learner Records to the ESFA via the Data Collections system. ILR errors result in funding queries, withheld payments, and — at scale — formal compliance review. APAR (Apprenticeship Provider and Assessment Register) status depends on sustained compliance.
What AI does: AI-powered ILR validation checks the platform's learner records against ESFA ILR specification rules before export, flagging data errors, missing fields, and funding rule breaches at the learner level. This moves quality assurance to before submission rather than after a funding query.
- Validation should run against the current ILR specification — ask vendors how quickly their validation rules are updated when ESFA publishes specification changes
- The DAS (Digital Apprenticeship Service) integration must be bidirectional: pulling approved learner records from DAS and pushing completion and progress data back
- Audit trail requirements: all ILR record modifications should be timestamped and user-attributed — this is the primary evidence in an ESFA compliance review
- Providers with multiple funding streams (levy employers, non-levy SMEs, co-investment) should verify that the platform correctly handles each funding model in ILR generation
At-risk detection and early intervention
The compliance requirement: Ofsted's Education Inspection Framework requires providers to demonstrate that they identify and support learners at risk of not achieving — and that intervention is timely and documented. Personal development and safeguarding judgements specifically look at how at-risk learners are supported.
What AI does: At-risk AI models combine multiple signals — OTJ accumulation rate, KSB evidence submission frequency, review attendance, assessment scores, and engagement indicators — to produce a risk score for each learner. Tutors receive early alerts rather than discovering risk at the progress review stage.
- Single-signal at-risk detection (based only on OTJ or only on assessment scores) misses a significant portion of at-risk learners — multi-signal models are materially more accurate
- The risk score must be actionable: tutors need to know not just that a learner is at risk, but which signals drove the risk classification and what intervention is recommended
- Intervention records should be logged in the platform and visible to quality teams — this produces the Ofsted evidence trail automatically
- Ask vendors to show the at-risk dashboard for a sample cohort and demonstrate how a tutor would respond to an alert in the platform workflow
Progress reviews and Ofsted EIF preparation
The compliance requirement: Minimum quarterly progress reviews are required, documented with SMART targets and signed by learner, tutor, and employer. Ofsted inspectors will review a sample of learner files and may conduct deep dives with learners and employers.
What AI does: AI-assisted review preparation generates a review agenda, learner progress summary (KSB coverage, OTJ status, assessment results, previous targets), and SMART target suggestions from the learner's current programme position. This reduces review preparation time from 20–30 minutes per learner to 2–3 minutes for a tutor with a full caseload.
- The review must be conducted by the tutor — AI prepares the inputs and records the outputs, it does not replace the review conversation
- Digital signatures for learner, tutor, and employer within the platform are the standard — postal or email sign-off is not sufficient for a modern compliance audit trail
- Ofsted self-assessment report (SAR) generation: platforms that can produce programme-level data summaries aligned to EIF quality criteria save quality teams significant preparation time
- Deep dive pack generation — a complete learner file assembled automatically — should be demonstrated as part of any evaluation. Ask vendors to generate a sample pack for a fictional learner
EPA gateway and readiness scoring
The compliance requirement: Before an apprentice can sit their End-Point Assessment, they must meet gateway criteria: completion of the apprenticeship standard's KSB evidence, achievement of relevant qualifications (where applicable), minimum OTJ hours, and employer confirmation of occupational competence. EPA gateway decisions are consequential — putting a learner forward prematurely risks failure and a difficult conversation with the employer.
What AI does: EPA readiness scoring provides a live, continuously updated view of each learner's gateway readiness — not a point-in-time check. It surfaces the specific gaps preventing gateway: which KSBs are under-evidenced, what the OTJ shortfall is, which qualifications are outstanding.
- Gateway readiness should be visible to tutors throughout the programme — not only surfaced in the final month
- The platform should integrate with or clearly flag the relevant EPAO's gateway requirements for each standard — these differ between EPAOs and are updated periodically
- EPA outcomes data (pass/merit/distinction rates by standard, by cohort, by tutor) should be available in platform analytics — this is direct input to your Ofsted self-assessment and quality improvement planning
