What EU AI Act Article 4 requires

  • Context-based literacy: Providers and deployers should account for people's technical knowledge, experience, education and training; the system's context and risks; and the people on whom it is used.
  • UK applicability: A UK organisation can be in scope where an AI system is placed on or used in the EU market, used in the EU, or has an impact on people located in the EU. Confirm the Act's territorial rules for the actual use case.
  • Flexible measures: The AI Office does not prescribe one course, certificate, test or governance structure. Training, guidance and other literacy initiatives should be selected for the target group and context.
  • Useful records: The Commission says no certificate is required and an internal record of training or other guidance initiatives can be kept.
  • Timeline: Article 4 entered into application on 2 February 2025. National market-surveillance authorities begin supervision and enforcement in August 2026.
