Under the latest ESFA Apprenticeship Funding Rules, Recognition of Prior Learning (RPL) is subject to rigorous auditor scrutiny. Training providers must demonstrate that they conducted an individualized initial skills scan, quantified prior competencies against standard KSBs, and applied a formula-backed financial and duration reduction before claiming funding.

1. How ESFA Prior Learning Calculations Work
Conducting an compliant RPL review requires a four-step methodology:
- Individual KSB Baseline Scoring: The apprentice and assessor assess knowledge, skills, and behaviours on a standardized scale (1 = No prior knowledge; 5 = Fully competent in workplace).
- Evidence Substantiation: Assessor must cross-examine certificates (e.g. BTECs, NVQs), job descriptions, and prior witness statements. Self-assessment alone without assessor verification fails audits.
- Off-the-Job Hours Deduction: Hours attributed to pre-existing competencies must be subtracted from the standard's planned OTJ volume.
- Negotiated Price Reduction (TNP1): A transparent percentage discount must be applied to the maximum funding band and recorded in both the Apprenticeship Agreement and ILR.
2. The Statutory Funding Reduction Formula
The standard ESFA calculation model is:
Our downloadable spreadsheet automates this equation directly, ensuring your training contract (TNP1) aligns mathematically with your skills scan evidence.

Frequently asked questions
Why is an initial skills scan mandatory for apprenticeships?
ESFA Apprenticeship Funding Rules mandate that before an apprentice starts, the provider must conduct an initial assessment of the apprentice's prior education, training, and work experience against every KSB in the standard to ensure new learning will occur and to prevent government funding from paying for existing competencies.
How do you calculate the funding reduction for prior learning?
The percentage of prior competence across the standard's KSBs must result in a proportional percentage reduction in the total training price (TNP1). For example, if a skills scan identifies that an apprentice already meets 15% of the standard, the price negotiated with the employer must be reduced by at least 15% of the funding band maximum.
Can prior learning reduce an apprenticeship below 12 months?
No. Even after deducting hours for prior learning, the remaining practical training period must still satisfy the statutory minimum duration of 12 months (366 days) and at least 278 hours of off-the-job training. If prior learning reduces the remaining training below these thresholds, the individual is ineligible for apprenticeship funding.
